Can I bring two phones into Turkey?
The accompanied-personal-items concession covers one mobile phone per passenger every three calendar years. The phone you use daily is a personal effect; a second, new phone is outside the concession and — the Ministry of Trade is explicit — cannot be brought in under the €430 gift allowance either. Declare it at the Red Channel: it is either cleared under the normal import regime with duty and IMEI registration, or held at customs for re-export when you leave. Multiple boxed phones suggest resale and are seized.
